On June 25, 2025, the European Commission published a long-awaited proposal for an EU regulation on the safety, resilience, and sustainability of space activities. This is the first ever proposal for EU legislation that comprehensively regulates the activities of private entities in space, including their licensing, supervision, and registration. The proposal also provides for a significant strengthening of the powers of the EU Agency for the Space Program, which is based in our capital city. The round table will discuss what the current proposal means for the Czech Republic and its space program. The discussion will also focus on the impact of the future EU regulation on our national legislation. The round table is being held as part of the CAERPIN (Czech Aerospace Research Institute) consortium.

JUDr. Václav Kobera is the Director of the Department of Intelligent Transport Systems, Space Activities, and Research, Development, and Innovation at the Ministry of Transport of the Czech Republic. Since 2021, he has been the Chairman of the Administrative Board of the European Union Agency for the Space Program (EUSPA).

Prof. JUDr. Jakub Handrlica, DSc. is head of the Department of Administrative Law at the Faculty of Law in Prague. He is also a member of the International Institute of Space Law (IISL) and, since the 2025/26 academic year, has been teaching the subject Administration of Space as part of the LL.M. course “Space Law and Geopolitics” at LUISS University in Rome.

Mgr. Martin Švec, Ph.D. is an assistant professor at the Department of Law and Technology at the Faculty of Law in Brno. His long-term professional interests include space law, both in research and teaching – he coaches moot court teams in the field of space law.

Mgr. Kristýna Šopková is an internal doctoral student at the Department of Administrative Law at the Faculty of Law in Prague. In 2025, she defended her diploma thesis at the same department, in which she outlined future Czech regulations on activities in outer space.

Mgr. Michal Reinöhl works in the Department of Intelligent Transport Systems, Space Activities, and Research, Development, and Innovation at the Ministry of Transport of the Czech Republic.

Daniel Šagath, PhD, is the manager of international cooperation at the Slovak Space Office – Industry Branch (SARIO). He is also a member of the national delegation to the European Space Agency (ESA) (harmonization of industrial policy and technologies) and acts as a national contact person for other organizations such as the International Astronautical Federation (IAF), cooperation with the USA under the Artemis Accords, EURISY, and Space for Climate Observation (SCO).

Gabriel Stančik works at the Slovak Ministry of Transport and his agenda includes, among other things, space legislation.
